I'm pretty sure they're talking about the private contributions--the checks sent in by individual people or groups who want to make sure their pony crosses the finish line first--rather than the govt funds available. Bush's campaign has a lot more funding than Kerry's (even though Kerry is actually the richer of the two...gotta love those rich heiresses), and thus can put a lot more smear into the smear campaign.
